[ICOM] 735 ALC/Power Out Problem

I've an ICOM 735 that drives itself to about 150 watts output. 
Fortunately I spotted the problem before the finals were destroyed.
External ALC cuts down the output but the slide control on the front 
panel has no effect. The 50 watt switch has no effect either.

Has anyone had this problem before?

It looks like IC16 controls the power level. Any tricks/suggestions as I 
diagnose this problem closer?

Mouser and Digikey don't list a "5218L". Any recommendations for a parts 
source?
