I can confirm it - ARMY here.  A Sky crane (Alabama Guard) when picking up a
5-ton army truck in a cloud of dust on White Sands Missile Range can generate
enough static to knock you off the back of the truck if you don't hook the cable
with the shorting bar first.

Don't ask how I know.....
