Not ex-Navy here, but enough of a charge can be generated in some conditions
to cause the rotors to glow.

I have measured nearly 120KV on 11' of wire during a Nevada dust storm and
numerous times see the noise in my receiver raise from S2 to S7-9 and higher
when passing through a cloud of dust on the highway.
