Hi Rich, I just went thru a similar problem with a TS32 board for a UT15
myself.            http://www.artscipub.com/shopping/pricelist.asp?prid=57
This is a link to where some can be had. The board is the correct size,
shape and drilled for mounting correctly. Components match for the most part
but with changes to IC's and a few others. I ordered one and found It had no
connector body or pins for plugging into the UT15 so I removed the
pins\headers from the UT15 and wired it direct. I have other radio's with
UT15s' so used those for the correct wiring locations. If you notice ,there
is downloadable instructions posted on the above link for mounting. I could
also send you photos of the unit wiring if you need it as well.
Unfortunately my 471H gave up the ghost before I could verify it worked so
had to pull my 271H and test on that. I only checked it on one repeater and
it worked. I'll check as many as I can when I get the 471H back up. Note
that the kit had wires\pins that fit the TS32 sockets but nothing for the
UT15. 5 wires have to be soldered across solder pads at the dip switch but
that is how Icom did it. All the wires in the kit have pins that plug into
sockets soldered on the TS32 and if you remove the pins\header [one 5 pin
and one 8 pin] on the UT15 you will find the wires fit nicely and look good.
If you don't have the kit it can be easily wired direct with good results. I
bought 4 UT15's awhile back and got spanked on all 4. I sold 3 on eBay and
then later [year[s]] found that they were incomplete and missing the TS32. I
was recently able to track down one of the buyers that bought 2 from me and
emailed him to resolve this. I thought I'd get a butt chewing from him but
that was not the case. I couldn't track the other buyer because he left me
no feedback. Maybe he is a member and will see these posts'. I don't like to
rip folks off even if it was unintentional. Hope this is of some help.

Hope this Posts without the help of Dick F....

Great help from Gary, K8IZ, on the UT-15 Encode/Decode Board..

I Did a Google on Com-Spec and the missing TS-32 PC Board...I talked 
with Com Spec and
they state the TS-32 Board is discontinued...and did not have any 
documentation on how
to hook up to a IC-271A or IC-471A...just too old.

I found a hookup for an Icom-3200A and IC-22S...the 1st via direct 
wiring and the second
had a cap and resistor on the "encode out" line.

The schematic that I have shows the TS-32 just plugging into the 
UT-15 Interface board...

I found a chap in Florida who is shipping me a TS-32 board...so I'm 
set...encept for the small
inline plugs...the white ones...that jumper everything...where can I 
find these...HELP

My intent was to use the UT-15 (and TS-32) to trouble shoot my 
IC-471A that has no PL Tone.

Any help appreciated,
