[ICOM] CT 17 interface

Pete,

The CT-17 usually requires DTR and RTS lines to be set high. This is what
provides power to the CT-17. If the CT-17 uses external power, then this
would not be the problem. Make sure the program you are using sets one or
both of these lines high.

The DB-9 to DB-25 adapter also may not have all the lines wired. I use a
DB-25 to DB-9 adapter on my CI-V converter and it works fine. I homebrewed
my CI-V adapter back in the 1980's and it uses a DB-25 I now use it with a
DB-9 adapter.
