[ICOM] IC 745 preamp not working

I seem to remember a mod was  developed which caused the relay to switch 
a small current which mitigated the problem... don't remember the details...

"That was a regular occurrence for me with the IC-730 and I suspect
your problem is the same. You will need to clean the contacts on the
miniature relay that switches the pre-amp on and off. It's not a
difficult job but an annoyance just the same.
