[ICOM] Dead short in Icom 735

I have an old 735. I loaned it to a person, and got it back dead. I  
was told 'nothing was wrong when I last used it.' I tore the thing  
apart, and the 3 amp fuse on the PA board is blown. With an ohm meter,  
I measured the resistance from the output of the fuse to ground. It  
reads 0 ohms. Trying to find this through all of the connections and  
boards which delivers this low current 12 Volt line to is driving me  
nuts.

Has anyone else seen such a problem with this radio?
