It would be nice if he would put it on a dummy load and accurate meter.

A 1.5:1 swr is a product of the load, and I don't know many hams who would 
find a 1.5:1 something to worry about. If it actually had an SWR problem, it 
would put out less power, not more.

As someone already mentioned, it may be best to have him send the rig back, 
inspect it yourself, then send his money back.

The internet is usually a very good place to swap gear, but every once in a 
while something like this happens.
