[ICOM] IC-1271A VFO Problem

I recently bought an Icom IC-1271A 1296 MHz Transceiver from an estate sale.

It has one problem that I've found a work-around for but I'd like a permanent fix.

The VFO frequency does not move when you turn the transceiver on. However by pressing every combination of controls, I found a temporary fix. If I push the VFO/M button, frequency control under control of the VFO knob works. A friend suggested that there may be a bad battery. I have not dug into it yet.

Any suggestions as to the cause of the problem and possible fixes.

The transceiver did not come with manuals but I did manage to find them on the internet. So far I have not found any detailed info on the battery but possibly I just haven't read far enough.

Any suggestions to a permanent fix will be appreciated.
