[ICOM] Older Icom repeater

First a couple of questions. Are you using the original ICOM controller
that was built into the repeater?
If you are using the original controller, why can't you just reset it
using the DTMF commands from a remote location without needing to go to
the repeater site?
If the original ICOM controller is being used, there is a published mod
to resolve this problem on power up.
If memory serves me...I believe I found this information on the mods.dk
web site.
I have run four similar ICOM repeater since 1982. Many of the original
parts are no longer available and we have had to redesign much of the
circuitry just to keep them in service. During the redesign process many
additional features were added
including CTCSS and DCS tone decoding. We have also added tone to the
repeater transmitters so users can use the tone-squelch decode function
on their mobiles.
