[ICOM] proIII swr short

All the way to the right. My antenna is perfectly resonant. I only used the 
tuner to see what would happen since it showed such a high internal reading. 
I am using FM and it put out about 1 watt. There is something internally 
wrong I was hoping someone would recognize a similar problem.
