[ICOM] proIII swr short

Explain "open, or short" on the meter. Is it all the way to the  right?
 
Also, why use a tuner on a 1:1 antenna? It won't really tune it..
 
Try a dummy load. Or, if you have a resonate antenna, transmit into that.  
Try keying down using FM, AM, RTTY. If you are still getting 5 watts out, ask  
another ham friend to look at it, maybe another set of eyes will see something  
yours don't. happens to me all the time.
 
IF it still 5 watts, I'd be shipping it back to the seller.
