[ICOM] Icom IC-208h

I need help in accessing the software adjustment mode on the IC-208h. The 
JIG cable has been constructed with a 2.2K resistor. I am holding the Band 
button, center of the tuning knob, and the Set/Lock button while pressing 
the Power button. The radio does not change display. This has been tried on 
2 brand new 208h. Please tell me what I am doing wrong.
