Stew,
A little more detail would help.
Is the cable a USB to CI-V converter, or is it a USB 2 Serial cable to an
existing CI-V converter? If the later, did you get a USB to serial RS-232 or
perhaps its a USB to Serial TTL?
Did you set the port baud rate in Ham Radio Deluxe to match the radio CI-V
rate?
Be sure the Com port number matches the port assigned by the OS under the
device manager.
