Hi Tom,
It sounds like the PA is oscillating. The clue is that
the mic gain and power output set to minimum. The way
to verify is to monitor the transmitted frequency with
a counter while connected to a dummy load. If it is PA
oscillation, the transmitted signal will likely be
frequency unstable, certainly not where the rig's VFO
is currently set, and possibly not in the ham band.
