[ICOM] Icom 746 cotton wool modification

I picked up an Icom 746 yesterday, and when I opened
it up to install a CW filter, I noticed that someone
has done the "cotton wool" modification as the
alternative (a much cheaper one) to the TXCO option. 
Scott at MTS might have done this, since it was back
there recently for repair.

Does this modification really work as intended?  Does
it really improve the stability of the Icom 746?  

At this point it is just more curiosity than anything
else.  I am not going to run out and buy the TCXO
right away either way.
