You have to calibrate your soundcard against WWV (or other station) -
I know that MixW has such a proceedure spelled out for it.  You could
try MixW (which even runs under Wine for Linux) and calibrate your
soundcard.  If you need more help search for a digipan or hamscope
forum and I'm sure they'll help.

It is a soundcard issue - the ICOM is just fine!!!
