Do you have another application running that is attached to the com port you are trying to use? If this is the case, shut down the offending app and retry the RS adaptor.
I am using the USB version on my IC-746PRO with no difficulty.
The electronics should be located in the DB-9 plug body. It is a level converter.

Yes the comport is working. I have another cable that
works fine in the same port to the same rig.
