[ICOM] 551D no rx

There is a preamp jumper on the back that is supposed to be installed. If 
that is missing or poor connection, it would not receive. With the age of 
these radios, plugs and jumpers need reseating sometimes depending on how 
well preserved the radio is. 73, Harold
