Make sure the power supply connections are nice and tight if that does 
not work change out the power supply with another known good supply.

What does it do without the tuner enabled into a dummy load?

Have you any items in between the radio and antennas / dummy load like 
an antenna switch, coaxial jumpers?

Any fellow amateurs nearby you could move your rig to their station to try?

I will say with 11 years doing that tech support job at Icom it was 
sometimes pretty hard to decipher and provide an exact answer to all 
questions that came in.
Some things we had not heard of or could put our finger on the answer. I 
sure tried though.
