[ICOM] IC-746PRO

I'm having a problem with my IC-746PRO.
While tuning into a dummy load the power
output fluctuates up and down.  Some times
it goes to full output then drops down to
about 50%.  Other time it puts out 50% and
then jumps up to full output.  The ALC bar-
graph also fluctuates.  It is the same on all
bands including 2 meters.

I've tried different coax with same results.
Also acts the same way into my R7 vertical antenna.

I emailed Icom tech support and all they said was the
fluctuating ALC meter shows the ALC is working!  So that makes
me leery of sending the radio in with that response.

The radio has had the ubiquitous "No Transmit" repair done
by Icom after the first month I owned it.
I tried loosening and re-tightening all the screws.
Also tried cleaning all the ribbon cables and then
it worked fine for a couple weeks then back to the
same problem.  Any ideas?
