[ICOM] help needed in A6 with new 7800 and PW1

I am currently in A6 at A61ADs setting up a new 7800 and PW1.

THe PW1 just doesn't want to follow the 7800.  I'm positive we have it 
hooked up right.  The manual says to reset the linear by holding the 
up/down buttons and then hitting the power button.

It doesn't appear to do anything.

AND, if you hold the input button and POWER button the input button doesn't 
flash so I can turn the dial knob on the 7800 and calibrate it.

I'd hate to think this is DOA all the way here.

Any suggestions would be appreciated.
