Horse feathers. You don't need a license to own a radio, just to operate
it. If I own a radio capable of operating on non-amateur frequencies and I
use that capability to operate on those frequencies outside the scope of my
license, *I* am responsible, not the person who sold me the radio. If I
sell my IC-751A to a General Class operator and that operator uses the
radio to operate on Extra Class sub-bands, I am -not- responsible. That is
why you don't need an license to buy an amateur transmitter. The operator
is responsible, not the provider of the equipment.
