I can second that. After holding a Secret clearance while on active duty
for 25 years, then a Top secret while on the MX Missile development program
when working for the old Rockwell Intl it still took months to clear me for
the Coast Guard Auxiliary when I joined up with them. Many members are
unable to renew their annual memberships due to not having their background
checks updated.
