Hmm, is Big Brother Snooping? That's what they've been doing all these
years via NSA. All communications go through their facilities and are
searched for certain wording/phrases. Security investigations, I've been
through many and passed them all with over 20 years in the military.

Wow. I'd think that would about kill participation by volunteers for CAP or
MARS programs. Or else people or ignoring the regulation. I know I probably
wouldn't purchase a commercial grade radio to be a volunteer. And then, few
of the commercial grade radios meet spec. Maybe they're getting military
surplus?
