Not possible, The M700TY had CW and FSK plus a different circuits for those
modes.

PLL will not tune that high in frequency, only designed to the range you

The AH-3 should work there just fine if the antenna is over 23 feet in length

Not that I am aware of. Its a channelized rig as required by Part 80 end of
FCC rules and many other countries around the world for Marine SSB service

If it does not transmit in the ham bands when you receive it,locate I think
W37 on the logic board and do the opposite to what it is now. If open close
it, if closed open it. Remember you need to program in both the TX and RX
frequencies even if they are the same. Truely its a fine transceiver. There
are literally thousands in service around the world. It hears very well
and transmits 150 watts. They just were not designed for amateur radio use.
By the way this rig when operating correctly is with in 20 Hz of the
indicated frequency. They used the CR-64 Hi stability oscillator
