[ICOM] IC-775 MAIN DIAL

Early production runs of the 775dsp had this problem.  I recall it was one of about 4 or 5 fixes that had to be done on units produced the first year or so.  I had an early 775 (serial number around 14xx)  that I bought new in late 1996 and it had to be sent back. My current 775dsp (serial number 24xx) seems to be fine.
