No it always restarts scanning 10 seconds after stopping on a signal OR 
2 seconds after a signal disappears if less than 10 seconds. Page 43 and 
53 in the manual tell you about the scanning as you probably found.

Icom's VHF and UHF rigs scan the way you want however they treat the 
706MKIIG more like an HF rig than VHF rig so for some reason they choose 
to do scanning operations differently.
An enterprising designer could connect an external device to the CI-V 
port since you can monitor S-Meter level and likely control the scanning 
via that port. It would take some development
work with some sort of small processor.
