[ICOM] PW1 on 17M

There's no contesting on the WARC bands and there's a power limit on 30M, 
but power limits on 12M and 17M?...who were the gentlemen that agreed to 
that? 8^)

All the other bands will hold a tune in memory. The tuning section gives no 
clue to why 17M won't hold a tune in memory.
