Jim,

Generally they require proof of purchase. So try to retrive the original sales receipt from the former owner if possible. 

In the last couple of years Icom has been offering warranty registration on the Icom America web site.

Ship them an email at amateur at icomamerica.com or call the tech support at 425-454-7619. They will be able to give you the straight information.
