Does the 706 use a power module as a driver or in the final stage(s)?
I've been chasing a similar problem in an IC-275H that I recently purchased and posted on here about. I'm fairly confident that in my case it is the power module that has developed a crack in the substrate due to excessive heat. I wonder if it could be a similar problem with your 706.
Cooking the radio into a dummy load in order to make it fail permanently may not work because the power will be reduced because of the power failure when the problem occurs. So less heat is being developed and the radio may stay in that state for the duration of the transmission. If you cycle it enough it will eventually break permanently of course, but the problem is that it may take very many cycles as the material (beryllium oxide) is resistant to temperature changes. (it's also very toxic I learned).
