Here are my thoughts, Bob
You say NO problem with a dummy load AT ALL?
Then the radio is OK.
You didn't tell us about the antenna or the auto
tuner.
Maybe there is a bad relay in the auto tuner, etc.
Is the antenna such that you can operate without the
autotuner on some particular frequency? If so, get the
autotuner out of the picture and give it a run.
With the SWR displayed on the 706 - do you see the SWR
jump up when the power drop occurs? If so, the
autotuner is suspect.

PS - If the tuner is the AH-4, you gots to have a
ground!
