Tony,

For a product to be sensitive to 0.3 volts DC change is darned near impossible though its happening at your place. 

Do you have an accurate external variable DC supply you could double check those results with? 

I am wondering if the new rig is not outputting enough current for the PW-1. Or maybe a faulty cable connection / solder joint might be the culprit.
