If that's what Willy wants to do, it's his radio and he can do whatever he
wants with it.
However, there is no law that says it's illegal to sell to anyone. In 1979 I
bought a Century 21 a couple of months before my ticket arrived.
If you don't want to sell to a lower class ham, that's your business. It
sure doesn't make sense though since even a no code tech has 50 mhz
privileges. I'm sure he can find one somewhere else.
