I believe the AH-3 is more or less the AH-2 minus the controller unit.

Yes. You'll need the AH-2 Control Unit that goes between the 751 and the
antenna tuning unit.
There are now other Control Units available from other suppliers because the
ICOM unit is getting hard to find. I have used the AH-2 and AH-4 on both
the 751 and the 751A. Still do. (You'll also need an ICOM adapter for the
multi-pin socket on the radio. Otherwise you can wire in a DIN socket.
