IIRC - the internal low-amp fuse has nothing to do with the final output.
If you remove it, the radio will likely not function at all.

I assume you did all the usual?  Tested on dummy load?  Good clean 20+ amp
power source?  Nice clean tight power connections?  Mic goes to PTT ok?  No
power out in ANY mode or just SSB?
