[ICOM] Pro III ALC in SSB-D mode

My PRO-III does the same thing, that is, in USB/LSB-D mode the ALC go's 
to the top range, middle of the meter and stays there.  So I just adjust 
the audio level to 100 watts and then back off until it drops a bit.  It 
is the same with the PRO-II and 756 that I use.

There is nothing wrong as I can tell, just the way ICOM made them.
