[ICOM] IC-24AT rx problem

My 24AT has started a new behavior.
When first turned on the rx audio is very low and remains that way until a 
signal comes in or it is un-squelched.
The rx audio then slowly gets louder until reaching 'normal.'
After the audio stops, it goes back to the low audio state.
I have checked mechanical connections and the earphone plug (same situation 
with earphone plugged in.
Any ideas?
