Hm, My notes say to hold Func, #, and B while turning on power.

That gives you a new setting under the "SET" menu called "place",
which can be 100, 10, or 1, indicating the first megaHertz position
you can enter.

   Lets see if I remember the correct way. Turn it off, press and hold the 
   Light, B and # keys while powering on the radio. It should now have direct 
   frequency entry and open the receiver. Also the others suggestion about 
   mods.dk is good. Its been a while since I supported the W31A
