[ICOM] Ic-706IIG HM--103 Microphone

This is usual in microphones used around higher powered  radios. There is
one called mike ground return which is connected at both ends and another
one around the pair which is a simple Faraday shield. That one is connected
at one end only, usually at the radio end of the cable. Try to have a look
at the radio schematic: chances are you'll find another ground pin there. If
yes, then use whatever wire comes from the microphone element a mike ground
return, and connect the one ended wire to the chassis  ground. It was a very
widespread configuration on military radios, like the GRG-106 SSB radio. As
a side line the microphone ground return on those runs along the hot wire
from the mike all the way inside to the mike amplifier circuitry on the
signal board with no other connection along the way.
In your case that red wire is probably just the Faraday shield.

It's not a red wire, look closely, it's a shield with red insulation around
it....
