[ICOM] PW1 ATU operation when powered down.

Here is a correction to my previous posting on this topic (apologies all
around.)

When  the main PSU is off, the ATU bypass relays (RL1 and RL2, C-NET Board)
release and simply bypass the ATU altogether. The ATU will operate only if
the main PSU is on, whether the PA stage is on-line or in standby. 60W
minimum drive is required for correct ATU operation.
