This group has been pleasantly surprisingly different from others.  I have
seen numerous groups of people encourage the illegal use of ham equipment.
They tend to believe the fact that they are volunteers or a small, otherwise
non-important person on the frequency means the FCC will look the other way,
but in fact, the FCC is rather pro-active.  Some believe they have a better
chance of hitting the lottery than getting caught, but the difference is
that if the lotto hits, they pay.  

I really hope you find what you are looking for.  You have to do a bit of
research, but one can find reasonably priced used rigs suitable for your
application.  What is really good is that when you find the one you want, if
it has left-over channels, you can program them with amateur frequencies.
That is legal!  

With GMRS, I have only seen the handi-talki versions, but I am sure there
are mobile rigs that can be converted and still be legal.
