[ICOM] IC-02AT Problem

Was the internal battery at 3 volts? Like Mike mentioned did you power the 
radio when tapping the reset button? To power it when open use the DC jack 
on top.
I have seen H-16's do that and it was generally a cap on the bottom edge of 
the logic board that was broken off the board. The squeal the H-16's 
exhibited was actually a mechanical vibration. the squeal would go away 
when an external speaker was attached to the radio.
