[ICOM] Problem with 765 meter - Power and SWR

I have an IC-765. It recently developed a problem with the metering 
circuits for the Power Out and SWR functions. The other meter 
functions work OK.

Power Out always indicates zero but an external power meter shows it 
does put out about 100 watts at full power. 

SWR when transmitting into a dummy load shows 1:1 with power reduced 
to 5 watts and rising to about 2:1 at full power. An external SWR 
meter shows 1:1 at all power levels. When connected to an antenna, 
SWR at low power is 2:1 and rises to peg the meter at full power. The 
external SWR meter shows 1:1.5. 

I have the service manual, and it appears the problem is on the SWR 
Unit. Has anyone else had this problem or know what the most likely 
cause of failure is?
