I have seen these problems in a customer truck lately. The problem was:
Remote cable too long (extended beyond what Icom sells), remote cable not 
properly terminated (small screw on main radio body missing), remote cable 
not blocked with ferrites.

Further make sure that your radio get's a high enough voltage. The 706 (all 
kinds) show a distorted modulation when supplied with a voltage only slightly 
below the nominal 13.8V. The tolerance (+- some percentage) in the manual is 
simply not correct, the raiso fails much earleir on undervoltage. We tried 
this with several 706s in our club.
