[ICOM] IC-745 & IC-EX242 FM board

Reid, 

I could only suggest going back to square one at this
point, by removing the EX-242, restoring all the
original jumpers and see what the radio does in it's
original configuration. That would show whether there
was a self-induced issue with the EX-242.
