It has to do with the sound card settings. I had
similar problems interphasing my Signalink SL1+ from
Tigertronics (with my IC706MKII) the very forst time.
I opened up the interphase and tweaked the Tx gain
potentiometer (there should be two - one for Rx gain
and othe other for Tx gain) on tune mode until I got
enough power out a fixed setting (about 50 Watts in my
case at pwr level of 6 on the 706MKII). That worked
for me. I would not recommend turning the compressor
on.
