Code speed never entered my mind, it was more of "light" theory testing.

This is "Amateur Extra" not novice - and they advise:

They are certainly light on very basic knowledge - nothing to do with code 
speed.

And these people are VEs?  Shameful.

Let's move on with the license bashing.  Some of the most outstanding hams
I've had the pleasure of working with are recently licensed or upgraded
Extras.  Besides, all you have to do is listen to the low bands any night
to prove that code speed does not necessarily equate to intelligence.
