[ICOM] Re 746 Pro_ERRATIC_TUNING

Check the ribbon cable to the encoder and all other ribbon cables in the 
rig to make sure they are seated squarely and completely  in their 
connector. Also snug up all circuit board  mounting screws . GL, Rick.
