[ICOM] IC-207H locking in transmit

Hello folks...

I own an IC-207H and it seems to lock in transmit mode
whenever the input voltage / current drops.  If I'm
using the radio with the vehicle running, the problem
goes away.  Even when the vehicle has been off only
for a short period of time the problem returns.

I have ensured that the fuseholders are making a
secure electrical connection.

I also have checked to see that the "PTT LOCK"
function was not enabled (a microphone setting that
keeps the PTT keyed until the button is pressed a
second time).

Any suggestions?
